Mullet Fish & Black-eyed Pea Gumbo

1 lb. cooked mullet meat (smoked, grilled, or broiled)
2 Tbsp. butter
1/ 2 c. onion, chopped
1 c. celery, chopped
1 clove garlic, minced
2 Tbsp. flour
1/ 2 c. white wine
1 tsp. dried oregano
1 tsp. dried basil
1 tsp. dried thyme
1 tsp. anise seed
2 tsp. sugar or sugar substitute
1 fresh jalapeno pepper, seeded and chopped
2 (15-oz.) cans black-eyed peas, drained
1(10-oz.) pkg. frozen cut okra, thawed
2 (20-oz.) cans diced tomatoes, drained
1/2 c. fresh parsley, chopped
Salt and pepper to taste
